IMF and World Bank: Crony Covid Crackdown Enablers

Treasury Secretary Scott Bessent complained last week that the World Bank and the International Monetary Fund are suffering from “mission creep.” But Bessent announced that Trump will be “doubling down” on supporting the largest foreign aid gushers on earth. “Far from stepping back, ‘America First’ seeks to expand U.S. leadership in international institutions like the I.M.F. and World Bank,” Bessent declared.

Bessent complained that the IMF “devotes disproportionate time and resources to work on climate change, gender, and social issues.” Unfortunately, Bessent said nothing about how the IMF and World Bank bankrolled many of the worst crony Covid crackdown policies.

But what should the US government expect when Congress and endless presidents give the World Bank and IMF billions of US tax dollars to play with? The US government is on the hook for $52 billion to the World Bank. The US has a financial commitment of $183 billion to the IMF.

The IMF was created in 1944 to shore up currencies and help nations with temporary balance-of-payment problems. In the decades since the IMF’s founding, global capital markets and fluctuating currency exchange rates have made the IMF a relic. But too many people have gotten rich from IMF largesse to permit the curtain to be closed on this institution.

The IMF enabled scores of governments that chose to pointlessly shut down their own economies after the outbreak of Covid-19. IMF Managing Director Kristalina Georgieva declared in April 2021, “While the recovery [from Covid] is underway, too many countries are falling behind and economic inequality is worsening. Strong policy action is needed to give everyone a fair shot—a shot in the arm to end the pandemic everywhere, and a shot at a better future for vulnerable people and countries.”

The IMF’s “fair shot” consisted of its international bureaucrats providing scores of billions of dollars in “emergency financing” to 80 governments, most of whom exploited Covid to stretch their own power. The IMF provided emergency relief via the Catastrophe Containment and Relief Trust (CCRT) to 29 governments to supposedly help them “combat the impact of the COVID-19 pandemic.” The IMF’s deluge of handouts to government helped fuel the worldwide inflation surge in recent years.

The World Bank President Ajay Banga “has sought to emphasize the bank’s focus on job creationand to prioritize private sector involvement in projects around the world,” the New York Times reported. But the World Bank’s notion of the private sector has often been either a fraud or a political smokescreen. In the late 1980s, the World Bank touted its loans to Communist nations as private sector-oriented loans – one bait-and-switch too many, as I detailed in a 1988 Wall Street Journal article. And permitting the Bank to exonerate its handouts by counting illusory jobs created is a recipe for make-work scams.

The Covid pandemic provided the World Bank with the chance to play savior. In the first months of the pandemic, the Bank proudly announced that its “emergency operations to fight COVID-19 (coronavirus) have reached 100 developing countries – home to 70% of the world’s population.” From April 2020 to March 2021, the World Bank “committed over $200 billion, an unprecedented level of financial support, to public and private sector clients to fight the impacts of the pandemic.  Our support is tailored to the health, economic, and social shocks that countries are facing.” The fact that the World Bank was effectively financing governments to pointlessly shock their own nations was omitted from celebratory press releases.

The IMF and World Bank have helped turn many foreign nations into kleptocracies – governments of thieves. A 2002 American Economic Review analysis concluded that “increases in [foreign] aid are associated with contemporaneous increases in corruption,” and that “corruption is positively correlated with aid received from the United States.”

Most importantly, neither the IMF nor the World Bank has any qualms about bankrolling tyranny. A 2015 report of the United Nations’ Special Rapporteur on extreme poverty and human rights, Philip Alston, concluded that the World Bank “now stands almost alone, along with the International Monetary Fund, in insisting that human rights are matters of politics which it must, as a matter of legal principle, avoid, rather than being an integral part of the international legal order.”

The Bank justifies this position by insisting that it cannot involve “itself in the partisan politics or ideological disputes that affect its member countries” by improper methods such as “favoring political factions, parties or candidates in elections,” or “endorsing or mandating a particular form of government, political bloc or political ideology.”

But any time an international organization financially bails out a regime, it bolsters its power. After the United States invaded Afghanistan and Iraq, the Pentagon coined a term that perfectly captures the effect of foreign aid: “Money as a Weapon System.” The 2015 UN report noted that “the existing approach taken by the World Bank to human rights is incoherent, counterproductive and unsustainable. For most purposes, the World Bank is a human rights-free zone. In its operational policies, in particular, it treats human rights more like an infectious disease than universal values and obligations.”

The World Bank actively blindfolds itself to avoid hearing about atrocities in nations ruled by governments that it is bankrolling. The Special Rapporteur noted, “By refusing to take account of any information emanating from human rights sources, the Bank places itself in an artificial bubble.”

The Trump administration’s lust for “doubling down” on the IMF and World Bank is dicey to reconcile with their terminating 90% of foreign aid contracts from the US Agency for International Development (USAID). Cynics across the land rejoiced that Washington policymakers finally recognized one of the biggest swindles of the past 80 years.

If the Trump team can’t even get sound policy on the World Bank, then what hope is there of them resolving any more complex challenges? I was briefly a consultant for the World Bank in the late 1980s, getting paid to co-author a report on the follies of farm subsidies. At that point, Reagan administration officials had periodically caterwauled about the Bank for almost a decade, and they were followed by sporadic howling by the US Treasury Department ever since. Secretary Bessent complained on Wednesday that the World Bank “should no longer expect blank checks for vapid, buzzword-centric marketing accompanied by halfhearted commitments to reform.” But after almost a half-century of failed US attempts to reform the Bank and IMF, there is no reason to expect any boondoggles to be left behind.

Or do Trump’s appointees believe that laundering U.S. tax dollars through international entities somehow makes them beneficent? Or maybe US Treasury Department honchos want to make sure they continue to get invited to the most lavish parties in D.C. and around the world. Regardless, the IMF and World Bank financing the worst Covid policies around the globe is another reminder of why those entities should be axed.

Synthetic recombinant viruses, just like SARS-Cov-2 with HIV sequences, are one of the hidden bacteriological weapons studied by the Pentagon (American Department of Defense).

This is confirmed by an exclusive report from the US Air Force, discovered by our IT consultant together with the story of the Jason Group (all links among the sources).

The Jason Group, due to its devastating potential in the epidemiological field, can be considered in the sector of bio-weapons the equivalent of the Manhattan Project for the construction of atomic bombs. It worked precisely on some research on synthetic viruses, those that Chinese researchers from the Wuhan Institute of Virology called the “chimeric SARS” because they were built in the laboratory.

But unlike the extremely dangerous experiments on coronaviruses conducted in China thanks to funding from the European Commission (since 2004) and the Predict projects of the Obama-Biden administration (after 2009) under the guidance of virologist Anthony Fauci, published in the most important scientific journals, the studies on synthetic viruses conducted by the Pentagon remain CLASSIFIED, that is, covered by state secrecy by national intelligence.

Among these, however, at least one on the artificially manipulated SARS virus was made public by the usual microbiologist Ralph Baric who, with Fauci, tried to hide the laboratory origin of SARS-Cov-2, now also admitted by the American counter-espionage of the CIA (Central Intelligence Agency). It dates back to 2015, that is, 2 years before the scientist himself published the “recipe” for building a dangerously enhanced coronavirus in the laboratory.

These three documents, available on official websites with links on the web that are difficult to find without considerable specific investigative skill, represent yet more evidence of the macroscopic role played by the USA (with China, Canada, the United Kingdom and the European Union) in the construction of various genotypes of different lethality of the Covid-19 pathogenic agent to support the terrifying global immunization plan of Bill Gates, megadonor of the US Democratic Party and already rewarded by former President Barack Obama…

The US Air Force Report on Binary Biological Weapons

This sentence from an exclusive USAF (US Air Force) document dating back to 2010 clearly explains the danger of recombinant chimeric viruses such as SARS infected with an HIV plasmid in the Wuhan Institute of Virology thanks to funding from the European Commission in 2004 and subsequent contributions from the PREDICT projects on Coronaviruses guaranteed by the Obama-Biden administration in an international intrigue that reaches as far as the bacteriological laboratories supervised by the CIA in Georgia and Ukraine, opened by the Pentagon in 2012 on the initiative of former CIA director Leon Panetta who became Secretary of Defense.

As is known, they were Indian biologists who first noticed the anomalous presence of sequences of the AIDS virus in SARS-Cov-2, which prompted the late biologist Luc Montagnier (together with his collaborator Jean-Claude Perez, who we interviewed exclusively) to confirm the artificial origin of the pathogenic agent of the Covid-19 disease, as did the bio-engineer Pierre Bricage, a former NATO consultant on bioweapons.

The USAF document mentions the infamous JASON Group, which since 1960 has been carrying out studies to build DESIGNED DISEASES, also using GENE THERAPY AS A WEAPON: just like the Covid gene serums would be according to the American bioweapons expert Francus Boyle (who passed away just a few days ago).

The JASON Group increased its research activities (still classified today) on Synthetic Viruses and Emerging Viral Threats in 2005 as stated in the scientific paper “Moving Beyond Dual Use Research of Concern Regulation to an Integrated Responsible Research Environment” published by Tim Stearns Department of Biology, Stanford University, and Department of Genetics, Stanford University Medical School (California).

Remember that Big Pharma Moderna, funded by Gates Fauci’s NIAID and the Pentagon patented its Covid vaccine 8 months before the Covid outbreak not only thanks to the experiments of Baric (University of North Carolina) but also thanks to a patent from Stanford University (full name Leland Stanford Junior University) on graphene oxide nanotubes inserted into genetic serums.

Catastrophic Consequences of New Genetically Modified Pathogens

But let’s go back to the 2010 USAF document which represents the updated version of a previous 2002 report entitled “NEXT GENERATION BIOWEAPONS – The Technology of Engineering applied to Biowarfare and Bioterrorism”.

«The developmental trends in biological sciences indicate there is a plethora of possibilities concerning the study of microorganisms and its applicability in creating the next biological warfare agent. Both historical and recent events show the potentially devastating effect of using biological warfare agents and the terror they cause among the populace. Even more alarming is that technological advancements in the field of biological sciences will transform biological warfare agents into a new classification of genetically engineered pathogens eliciting catastrophic consequences».

This is what Lieutenant Colonel Joel O. Almosara, deputy director of the USAF Center for Nuclear Counterproliferation, writes in the 2010 document Biotechnology: Genetically Engineered Pathogens.

«Biotechnology has already transformed scientific applications in the fields of medicine, agricultural, and other biological industrial areas. The term is defined as the “fusion of biology and technology…it involves the use of industry recombinant DNA (deoxyribonucleic acid), cell fusion, and new bioprocessing techniques, ” such as human genome sequencing.

«Human genome sequencing was first considered in the mid 80s. In 1988, the Department of Energy and the National Institute of Health funded a Human Genome Project (HGP), a 15-year project with a target completion date of 2005. With the rapid technological advancement and international participation, the project was completed in 2003»..

Let us remember that since 1998, American President Bill Clinton had stipulated a military collaboration on bacteriological weapons with the then Chinese President Jiang Zemin, nicknamed “the Tiananmen executioner” for the bloody repression of the 1989 student protests in China.

While in 2003 the first SARS virus (Severe acute respiratory syndrome in English) appeared, which according to American patent expert David Martin and the former commander of the Russian Army’s Nuclear, Chemical and Bacteriological Protection Troops, General Igor Kirillov, killed in a recent attack in Moscowwas built as part of Baric’s projects with the Pentagon. Are these just coincidences???

Five years after the COVID-19 pandemic upended the world, the mainstream media is finally acknowledging what many conservatives and skeptics warned from the start: Lockdowns caused far more harm than good.

This belated admission comes after years of relentless mockery, censorship, and deplatforming of those who dared to question the wisdom of extreme measures like forced masking, school closures, and business shutdowns. Now, as studies reveal the devastating collateral damage of these policies, the media’s delayed reckoning raises serious questions about its role in silencing dissent and promoting fear-driven narratives.

The lockdown disaster: A costly experiment

In 2020, as the pandemic spread, governments worldwide implemented unprecedented lockdowns to curb the virus. These measures were justified by “experts” like Dr. Anthony Fauci and political leaders who warned of a “dark winter” if Americans didn’t comply. Yet, five years later, the data tells a different story. A groundbreaking study commissioned by Revolver News found that lockdowns were ten times more deadly than the virus itself, measured in terms of years of life lost due to economic devastation, mental health crises, and social isolation.

The study’s findings have since been echoed by a growing body of research. Schools closures led to catastrophic learning losses, with students still half a grade behind in math and reading. Mental health crises, particularly among young people, skyrocketed, with anxiety, depression, and suicide rates reaching alarming levels. Small businesses shuttered, livelihoods were destroyed, and social bonds frayed under the weight of prolonged isolation.

The media’s role in suppressing the truth

What’s most galling is how the media treated those who raised concerns about lockdowns. Conservatives, scientists, and everyday citizens who questioned the efficacy of these measures were labeled “conspiracy theorists,” censored on social media, and even deplatformed. Figures like Dr. Jay Bhattacharya, who co-authored the Great Barrington Declaration opposing lockdowns, faced vicious backlash and death threats. Facebook and Twitter silenced dissenting voices, while public health officials like Dr. Fauci and Dr. Francis Collins dismissed alternative viewpoints as dangerous.

Now, the same media outlets that once championed lockdowns are cautiously admitting their failures. The Boston Globe recently published a piece questioning whether the trade-offs of lockdowns were worth it, citing studies that show the policies did little to slow the virus while inflicting immense collateral damage. Even some former lockdown supporters, like Cambridge Mayor Sumbul Siddiqui, now express doubts about the decisions made in 2020.

The lockdown era showed us the dangers of unchecked government power and the media’s complicity in amplifying fear. The media’s failure to critically examine these policies in real-time has had lasting consequences. Trust in public health institutions has eroded, and the public is now more skeptical of “expert” advice than ever before. As Dr. Michael Osterholm, an infectious disease expert, admitted, “The lockdowns were never really effective, and the confusion around them sowed a great deal of public distrust in government.”

The lockdown debacle serves as a cautionary tale about the dangers of sacrificing liberty for the illusion of safety. The media’s delayed admission of failure is cold comfort to the millions who suffered under these policies. What’s needed now is accountability—not just for the politicians and public health officials who pushed these measures, but for the media outlets that silenced dissent and spread fear.

As we face the possibility of future pandemics, we must remember the lessons of COVID-19: Question authority, reject propaganda, and never let fear dictate policy. The lockdowns were a catastrophic mistake, and the best way to ensure they never happen again is to hold those responsible to account — and to never forget the price we paid for their hubris.
